In August Queen Anne dismissed Sidney Godolphin, the Whig Lord High Treasurer, a member of the triumvirate with Robert Harley and the Duke of Marlborough who had run the country from 1704, Godolphin being the Lord Treasurer and in effect Prime Minister from 1702. Harley had resigned in 1708 and he had then intrigued with the Queen to have Godolphin dismissed. He assumed office with the aim of bringing the War of the Spanish Succession to an end. He also needed to do something about the finances of the state, considerably drained by the cost of war.
