By Concordat of Bologna between France and the Papacy, Francis I
secures the right to appoint to French bishoprics and abbacies and
restores annates to the Pope; he also declares that the Pope is not
subject to a general council. It was approved by the Pope on 18
August, but it was over two years before the French Parlement
ratified it, as they feared it threatened the liberty of the French
church.
