This is one of the laws by which movement of black people between designated urban areas and non-prescribed areas was controlled. Each local authority was responsible for blacks in its area, and native advisory boards regulated influx control and removed surplus people, that is, those not employed in the area. Movement between urban areas and the reserves was therefore strictly controlled.
