Brought to the house with the support of Gladstone, the Prime Minister, it was rejected by Parliament, in large part because Joseph Chamberlain defected from the Liberal cause to join dissident Liberal Unionists in voting against the Bill. The Liberal Unionists held that the greater good of the whole consisted in support for a united British empire. By 1895 Chamberlain would complete his transformation and join the Conservative cabinet of Robert Cecil as secretary of state for the colonies.
