George Herbert Walker Bush, former vice-president of the United States, was elected in 1988 after a bitter contest against Democratic challenger, Michael Dukakis. Bush won 53% of the popular vote, while Dukakis won 46% of the vote. After the November election, Bush exhibited a greater affinity for foreign policy than domestic. He invaded Panama and ousted Manuel Noriega. He met with Mikhail Gorbachev, President of the USSR, in 1990 and signed a non-aggression pact. In 1991, following the Iraqui invasion of Kuwait, the United States spearheaded a multilateral military operation designed to emancipate Kuwait from the clutches of Saddam Hussein.
