Ireland was experiencing a serious economic downturn at the beginning of the 1820s. This did not, however, prevent the Anglo-Irish landowners from enforcing unsustainable payments from their tenants, and in 1821 an agrarian rebellion broke out in the south-westerly counties of Ireland. Parliamentary Select Committees on Agriculature largely dismissed the Irish suffering as unimportant.
