The Estates General invites the clergy and the nobility to join them, an offer which was declined, and renames itself the National Assembly. On 20th June the troops of Louis bar entry to the National Assembly, causing its members to meet in a tennis court and where they swore they would not disperse until their demands were met. On 23rd June Louis concedes the abolition of serfdom, the ending of arrest by arbitrary warrants (letters de cachet) and general reform of the legal system. He accepts the formation of an elected national assembly to share power, but makes so many qualifications that his agreement is worthless.
