George W. Bush and the United States intelligence community, amid an atmosphere of increased fear of terrorist activity, made claims that Saddam Hussein’s Iraq possessed weapons of mass destruction and aided and abetted certain terrorist organizations like Al-Qaeda. The United Nations Security Council passed Resolution 1441 on 8 November 2002. It held that Iraq must readmit weapons inspectors and comply with all previous resolutions. On 17 March, President Bush declared that Saddam was not complying with the UN resolution and called an end to diplomatic relations with Iraq.
