Charles I had attempted to rule for 11 years without Parliament, but his lack of funds forced him to recall both Houses. Parliament was only willing to approve new taxes if Charles abandoned "ship money"; no compromise was achieved and the King dismissed his "Short Parliament" after three weeks.
