British Secretary of State for the Colonies, Joseph Chamberlain, proposes a joint British-Boer enquiry into the proposals of the Transvaal government on the partial extension of the franchise to immigrant workers known as Uitlanders. However, Transvaal President Paul Kruger refuses to allow this to go ahead.
