The British High Commissioner for South Africa, Alfred Milner, meets with Transvaal president Paul Kruger in a conference at Bloemfontein. However, the two leaders fail to reach any agreement on the Transvaal franchise, which is currently denied to expatriate migrant workers, known as Uitlanders.
