In France, Theophile Delcasse is appointed as Foreign Secretary, a post he is to hold until June 1905. He has already acted as an ardent supporter of French colonial expansion as Minister for the Colonies, and in his new role he is to hold a strongly anti-German line, strengthening links with Italy, Russia and Britain.
