A Parliamentary committee reports that Cecil Rhodes, prime minister of Cape Colony, had sanctioned and planned the Jameson raid of 1896, which led to the outbreak of both the Second Matabele War and the Second Boer War. Although the report censures Rhodes for his behaviour, it acquits Joseph Chamberlain, Secretary of State for the Colonies, and the Colonial Office.
