As the boundary dispute continues between Britain and Venezuela over the territory of Guayana Esequiba, US President Grover Cleveland asks Congress to appoint a commission to gather facts on the issue. Britain had refused US arbitration the previous month, but the Americans refuse to accept this, instead calling on the Monroe Doctrine, according to which any disputes in the Americas come within the purview of the USA.
