Venezuela and Britain reach a crisis in their ongoing dispute over the boundary between British Guiana and Venezuela, centring on the territory of Guayana Esequiba. The USA offers to arbitrate, but British Prime Minister Lord Salisbury rejects their arbitration. However, eventually he is forced to permit their involvement, under the terms of the Monroe Doctrine which deemed that any disputes in the Americas came within the purview of the USA.
