In the British Parliament, Secretary of State for War Edward Cardwell introduces reforms that reorganise the army, introducing the idea of short service, which allows men to join up for shorter periods than the previous 10 or 12 year term. This enables the creation of a trained reserve force which the regular army could call on when needed.
