In France, the Constitutional Charter is voted through the legislative chamber. A compromise solution between constitutionalists and monarchists, it declares an elective monarchy, with legislation to be initiated in the Chambers. Press censorship is to be permanently overthrown, and Catholicism will no longer hold a privileged position as the state religion of France.
