At the Congress of Laibach (now Ljubljana in Slovenia), European powers meet to find a diplomatic rather than military solution to international problems created in the wake of the Napoleonic Wars. It is attended by Russia and Austria (both of which are represented by their Emperor), Prussia, France, Britain and several Italian states.
