Parliamentary Commissioners present Charles I, who having lost control of Oxford is based at Newcastle, with the Newcastle Propositions. This document calls on him to accept the Scottish Covenant, abolish Episcopacy, impose restrictions on Catholics and give up control of the armed forces for 20 years.
