Pope Paul V excommunicates the entire government of Venice. This hostility is a reaction against the Venetian Council of Ten's stance on the relationship between church and state, which argued that the clergy were subject to state authority and could be prosecuted in civil courts. Fra Paolo Sarpi takes up the Venetian cause in pamphlets and tracts.
