Under Henry VIII, the clergy relinquished its right to make provincial laws without royal licence. This statute followed a campaign against English ecclesiastics’ legal power, at a time when Henry’s relationship with Rome had reached crisis over his impending divorce with Catherine of Aragon, and the monarch was implementing a campaign to centralise national authority and guard against revolt.
