The English Parliament meets to discuss possible solutions for the problem of Mary Queen of Scots. This deposed Scottish monarch has now been convicted of treason for conspiring in the assassination of Elizabeth I. However, the English queen is still reluctant to order her execution, fearful of the consequences both for immediate foreign policy (since Mary's son, James VI, might retaliate with a Scottish invasion) and for the legal precedent this would create.
