After the death in March of the Governor of the Netherlands, Don Louis Requesens, and before the arrival of his replacement, Don John of Austria, there was a power vacuum in the Netherlands. A loyalist, the Duke of Aerschot, took command, and called a meeting of the Estates-General. This body decided to imprison members of the Netherlands Council of State who were suspected of Spanish leanings. With the bankruptcy of Spain, its soldiers in the Netherlands had not been paid, and broke out in mutiny. The loyalist and rebel elements of the Dutch political system temporarily united against these marauding soldiers, and signed the Pacification of Ghent to this end on 8th November.
