An agreement is signed between Don Louis Requesens, Governor of the Netherlands, and Queen Elizabeth I of England. Its terms promise the banishment of all anti-governmental English political refugees from the Netherlands, and re-opens trade between English merchants and those in Antwerp. In return, Elizabeth agrees to refuse access to English seaports to the Dutch rebels, and disallow English volunteers from serving with William of Orange.
