At what was to be the height of his power, Holy Roman Emperor Charles V met with the Diet of Augsburg and proposed constitutional reforms that would strengthen the executive of the Empire. He also tried to persuade Pope Paul III to bring the general Church council back from Bologna to Trent, which was eventually successful, though not until four years later.
