Pope Paul III takes the decision to transfer the Council of Trent, currently being held in a free city of the Holy Roman Empire, to the Italian city of Bologna, on the pretext of avoiding the plague. Unsurprisingly, this does not please Emperor Charles V, for whom it represents a loss of control over proceedings.
