Henry VIII establishes the Council of the North, a new permanent body charged with governing the northern counties. This institutional creation comes in response to the threat recently posed by the Yorkshire rebellion known as the Pilgrimage of Grace, in which up to 40 000 men rose against the government. Cuthbert Tunstall, Bishop of Durham, becomes president of the council.
