When English merchants in Spain and Flanders are arrested, a commercial crisis flares up. The 'staple port' to which all English raw wool for import to Continental Europe is sent is therefore moved from Antwerp to Calais, which causes widespread hardship and distress for weavers in the eastern counties of England. In May, riots break out in Kent against Wolsey's policy.
