To meet the costs of a proposed invasion of France, Cardinal Wolsey had attempted to raise funds via the 'Amicable Grant', a tax he levied on everyone worth £50 a year without Parliamentary sanction. However, he was forced to withdraw his demands in the face of considerable opposition, his first real political failure.
