At the Diet of Augsburg, Maximilian I is determined to create a strong monarchy with a standing army. In the process, he is forced to agree to establish a representative supreme executive council, as insisted upon by Berthold of Henneberg, Archbishop of Mainz and arch-chancellor of the Empire. This is therefore announced in an Edict of 2nd July.
