The Diet of Worms enacted widespread legislative reforms: perpetual peace was proclaimed within the Empire, and the right of private warfare was abolished. An Imperial Chamber and Court of Appeal was established and a tax known as 'the Common Penny', which was to be collected right across the Empire, was introduced.
