The convention between France and Spain to issue an ultimatum to Portugal was intended to break that country's traditional allegiance to Britain which, if not accepted, will lead to war (promulgated by the Treaty of Aranjuez, Mar. 21st, when Spain also agrees to cede Louisiana to France)
