The international economic agreement reached was to isolate the
Central Powers after the war using trade sanctions. The meeting was
attended by representatives from Britain, France, Italy, and
Russia. The U.S., not yet part of the Allied Powers, also expressed
a graet interest, and sent staff from the Paris U.S. embassy to
monitor the proceedings.
