The ultimatum with which the Austrians had presented the Serbs made it clear to Sir Grey that the situation was severe. He proposed to Germany that the four states that had no direct interest in the affair - Italy, Germany, France and Britain - should mediate between Russia and Austria. However, Serbia appealed to Russia.
