Shuster was chosen as leader of a party of United States financial experts who responded to the Iranian government's plea for aid in the reorganisation of its finances. However, Shuster's manner antagonized the Russians (who had financial interests in Iran) and Russian opposition led to the exit of the Shuster mission.
