Russian fleet, bound for the Far East, fires on British trawlers in Dogger Bank area of North Sea. This provokes a wave of indignation in Britain, but Arthur Balfour and Lord Lansdowne remain level-headed, and Tsar Nicholas II agrees to refer question of compensation to Hague international commission.
