Indian education policy since Independence having been primarily focused on developing quality secondary and higher education, the fte of the lower castes have tended to remain excluded: 35% of the population is illiterate, as are 50% of women. 50% of Indian children do not go to school, and of those that do 50% will drop out before the age of 11-12. Thus, only 25% of the population receives primary education. By this act education for all children between the ages of 6 and 14 becomes compulsory.
