The Duke of Alva arrives in the Netherlands as military governor with 10,000 veteran Spanish and Italian troops. He establishes a 'Council of Troubles' to subdue the territory after its recent Calvinist rebellion. It soon becomes known as the 'Council of Blood', because it institutes a reign of terror, especially since the revolt it was designed to quell was already defeated, making its campaign one of revenge rather than security.
